Rocker arm:

The rocker arm fits over a stud in the head.

This is the fulcrum point. The nut on the stud is torqued to a specific value, to take the lash out of the valve train system.
              
As the push rod raises the rocker arm up, the valve opens. A hole in the rocker 
arm ball socket for the push rod allows oil to flow out over the top of the valve.
